Description: With this Funding Opportunity Announcement (FOA), Model Approaches to Statewide Legal Assistance Systems – Phase II – Systems Expansion Grants (Model Approaches-Phase II-SEGs), the Administration for Community Living (ACL) is making available two (2) SEGs to support state leadership efforts in implementing innovations in legal service delivery systems that maximize the impact of limited legal resources targeted to older adults in greatest need. The ultimate goal of this funding opportunity is to promote and support the evolution of legal service delivery systems currently being implemented through Model Approaches – Phase II towards higher levels of capacity, performance, and service delivery impact. Grantees currently receiving funding and pursuing objectives under Model Approaches Phase II will have the opportunity to compete for additional funding through SEGs intended to promote innovations in identified systems enhancement areas. SEGs awarded to current Model Approaches – Phase II grantees will be used to move statewide legal service delivery systems towards innovations in critical capacity enhancement areas that may include the integration of vital low cost legal service delivery mechanisms; expansion of targeting and outreach to older adults in the greatest social or economic need; legal responses to legal issues that emerge from elder abuse, neglect, and financial exploitation; expansion of the knowledge and expertise of aging and legal service providers on priority legal issues; expansion of partnerships that enhance overall legal service delivery on priority legal issues; and implementing legal data collection/reporting systems that demonstrate the beneficial impact of legal services on the independence, health, and financial security of older adults. The SEGs are intended to produce innovations and systemic enhancements that can be replicated by Model Approaches Phase I/ Phase II grantees and other states across the country.
