DOJ – Second Chance Act – Contracting to Lower Recidivism and Homelessness (2019)

This program is designed to assist state, local, and tribal governments enter into outcomes-based contracts to reduce recidivism and homelessness (as measured through the number of nights housed in permanent supportive housing and reduction in number of nights in emergency facilities). Contracted services include “reentry services which are tailored to individuals leaving incarceration who are at moderate to high risk for recidivism in the community and services available to individuals living in permanent supportive housing units.” (p. 5)

Express Language for Legal Aid: No, however legal aid can potentially subgrant or contract services. If legal aid has demonstrated that it reduces recidivism and homelessness (see link above in “Helpful resources” for studies showing that it does), legal aid is eligible.
