DOJ – Grants for Outreach and Services to Underserved Populations (invitation only) (2014)

Description:

The Grants for Outreach and Services to Underserved Populations (Underserved Program) was statutorily created in the Violence Against Women Reauthorization Act (VAWA) 2013 to develop and implement outreach strategies targeted at adult or youth victims of domestic violence, dating violence, sexual assault, or stalking in underserved populations, and to provide victim services to meet the needs of such populations.

The Underserved Program responds to the needs of some underserved populations that, prior to VAWA 2013, were included under the Culturally and Linguistically Specific Services Program (CLSSP) and the Sexual Assault Services – Cultural (SAS Cultural) Program. VAWA 2013 narrowed the scope of the CLSSP and SAS Cultural grant programs to focus only on ethnic and racial minorities. As a result, some entities serving underserved populations (i.e., Lesbian, Gay, Bisexual and Transgender (LGBT) victims, the Deaf community, and certain religious/ethnic minorities) that once were eligible to seek funding from these grant programs may no longer do so. To ensure continued support for these populations, Congress authorized the new Underserved Program, which covers any underserved population that meets the definition at 42 U.S.C. 13925(a)(39)1. For FY 2014, OVW has limited eligibility to those current grant recipients serving populations no longer eligible under the CLSSP and SAS Cultural grant programs.

Eligible Applicants: Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, Native American tribal organizations (other than Federally recognized tribal governments), Governmental rape crisis centers that meet the criteria at 42 USC 13925(a)(25)
