Description: The U.S. Department of Labor (USDOL), Veterans’ Employment and Training Service (VETS), announces the availability of approximately $4 million in grant funds authorized by Title 38 of United States Code (U.S.C.), Section 2021, which provides that the “Secretary of Labor [the Secretary] shall conduct, directly or through grant or contract, such programs as the Secretary determines appropriate to provide job training, counseling, and placement services (including job readiness and literacy and skills training) to expedite the reintegration of homeless veterans into the labor force.” VETS expects to award approximately 19 HVRP grants in program year 2015. HVRP grants address two objectives: to provide employment services to assist in reintegrating homeless veterans into meaningful employment within the labor force and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans.
Applications proposing to serve homeless veterans under this Homeless Veterans’ Reintegration Program (HVRP) solicitation will fall into one of two categories: Urban or Non-Urban geographical areas. Applicants proposing to serve homeless veterans on Native American tribal lands are encouraged to apply. Grant awards will range from a minimum of $100,000 to a maximum of $300,000 for an Urban grant and a minimum of $100,000 to a maximum of $200,000 for a Non-Urban grant. Grants awarded under this solicitation will have a twelve (12) month period of performance and may be considered for additional years of funding depending upon funding availability and satisfactory performance. Though the period of performance is noted as 12 months, each grant year will require an additional 9 months of follow-up and reporting after the active performance period.
